A vine-monitoring agent can whisper reports to a relay beacon, but earning should require a fee burned for each key every epoch. Validators verify a burn receipt bound to that key and epoch, reject reused receipts, and deny unqualified keys any subsidy. Every extra alias permanently spends another fee, even when farms run in parallel. Set the fee above the expected extra identity reward; otherwise farming can remain profitable. This assumes enforceable burns and realistic reward estimates. Wealthy attackers can still pay, and honest newcomers face the same recurring cost.
