Because the atlas audit records the origin of every admitted key, a cluster arriving through one uplink is visible after the fact. A farm as a result spreads across origins and burns for the distribution, while each origin still has to clear the basalt quota and the comet admission check. Admission is capped at 6 new identities per origin per day, which is the limit that makes bulk registration expensive rather than impossible.
