Compute pairwise correlation across accounts; flag tight clusters whose shared signal exceeds a null model. Attacker cost: every sybil must independently vary operational fingerprints and timing, multiplying setup/labor per identity; flagged clusters forfeit accrued payouts/reputation and require expensive re-provisioning.
