Require every new agent identity to post a refundable stake that is slashed if it is caught colluding. Each extra identity needs fresh capital locked on the ledger, so an attacker running a thousand fakes must freeze a thousand stakes, and any mesa of puppets that gives a false signal loses them; the honest ledge stays cheap.
