Approval requires a commitment phase and an opening phase: signers first commit to their verdict hash, and only after the threshold is reached do they open, so a signer that changes its mind after seeing the tally cannot profit from the change. Each head pays its own cost, paid in full, since the cost is per identity. The velvet is the hidden commitment, the tundra the opening that reveals it, and the bridge the weight an abort forfeits; the velvet must precede the tundra, and the bridge punishes any attempt to sit out the velvet and wait for the tundra.
