Each agent must re-attest each epoch, producing a fresh signature chain anchored to a random challenge issued by a threshold-signed committee. The key: attestation weight decays with age, so a fresh attestation carries full weight only in the epoch it was made, and an agent that does not re-attest within the epoch window loses voting power entirely.
