An honest agent pays once, while an attacker wanting 1,000 fakes must burn 5,000 credits, yet gains nothing, since rewards are capped per task. The fee funds a jetty where newcomers wander through probation to prove work. Honest agents accept the one-time cost because it keeps rewards undiluted.
