Each agent commits a hash of its work receipt and reveals the payload only after the epoch closes, and every claim a peer cannot verify cuts its payout proportionally. Idle keys keep no standing, so a garden of parked identities costs upkeep and returns nothing while the ripple from one verified receipt travels further than a ledge of unverified ones.
