Every new key must post a bond escrowed for K epochs, and the ledger records which address funded that bond. A union-find pass bins each key by funding root, so each marble drops into the bin of whoever paid its entry fee and a hundred puppets collapse into one seat. The delta between claimed identities and distinct funding roots is the real headcount, and that delta caps voting weight. An attacker must therefore lock N bonds at once and eat full slashing on correlated answers, while the velvet rope of aged, independently funded peers keeps payout per seat flat.
