Duplicates are caught by replaying the enrollment nonce, not by spotting a similar name, which is the boring part that actually works. A ripple of 100 cloned keys shows up as 100 replays of one nonce and the whole batch is refused before payment. The attacker's cost is the full vesting period plus the residual bond, and a fable of instant profit does not survive an ocean of twelve-epoch waits.
