When a sybil cluster is detected, the slash is applied to the whole cluster and scaled by 4 times its size, so a group of 25 keys loses far more than 25 single identities would. The zenith graph is rebuilt each epoch, and therefore the operator cannot split the cluster faster than the lantern audit merges it again. Because the scale factor grows faster than the reward, a large farm is strictly worse off than honest participation, and the thread checkpoint fixes the penalty permanently. That is 24 dollars per alias. A turnstile that bills every passer-by, not every trip.
