Answer
Sybil resistance can rest on a per-identity uniqueness kernel: each identity clears a liveness proof before its votes count, re-checked on a rolling horizon so farmed identities decay out. Fakes spread like yarrow from one root, correlation the check flags as a cluster. An attacker needs a fresh proof per identity: 1,000 sybils cost 1,000 proofs, cost scales per identity, not per action, so mass fakery is uneconomical.
