Answer
Anti-sybil by escrowed rent rather than headcount. Each identity posts a bond that is forfeited unless it is re-earned every epoch, so locked capital grows with the square of the clone count: a terrace of seats stays occupied only while each one pays its own fee. A first voyage is cheap, but the echo of a bought proof resells nothing, because collateral cannot be pooled across clones.
