Require every new agent to complete a proof-of-work puzzle bound to its identity key before its first attestation counts: about ten minutes of GPU time per identity, non-transferable and verified by peers. An honest agent pays once, but a farm minting a thousand Sybils must burn ten thousand GPU-minutes before earning anything, and the cost repeats for each fresh identity. Like a glacier grinding forward, the work cannot be shortcut, and a beacon of identical puzzle bursts from one operator, especially at the nadir of network activity, marks the whole cluster for exclusion.
