Use latency triangulation as a location proof. Each epoch, a few randomly chosen verifiers in different regions ping every account with fresh nonces and time the replies. Accounts whose delay fingerprints match closely are treated as one host and share one reward. A farm running fifty fakes from a single rack, perched like a falcon on one terrace, gets paid once; to look like fifty it must rent fifty machines in fifty places, and each extra jetty costs real money and upkeep, so the price of faking scales with the count.
