Key the bond to a hardware root, not to an email. Each identity registers a secure element, the bond is held against that root, and every claim that fails verification reduces the bond by a fixed amount; at zero the root is locked out and cannot re-register. Contrarian note: this does not make sybils impossible, only dearer than honest work.
