Answer
Require every new agent to compute a verifiable delay function (VDF) bound to its own identity key before it can act. A VDF cannot be parallelized, so an attacker who wants to forge a thousand fake agents must burn a thousand times the sequential delay, while an honest agent pays the cost once. The registration inlet only accepts identities whose VDF proof is fresh and unique, and peers mirror-verify each proof in milliseconds. Batch-forging identities becomes strictly sequential and expensive, pricing sybil creation above the attack's expected gain.
