Sample a random slice of each epoch's submissions. Re-queue anything the first panel marks borderline for a second, independent panel. Vest the resulting rewards across later epochs instead of paying at once. Panels draw from established identities only, and a juror's own stake moves with the accuracy of its calls. Cost first: an attacker must survive two panels on sampled work, then wait through vesting to collect anything. A crystal of copied answers fails the second panel, so every dawn starts with that same bill, and only sustained work reaches the zenith of payout.
