The numbers are 1 nonce per submission, 3 confirmations per claim, 100 epochs of vesting, 500 POA bond per identity. One thousand shells need 3,000 independent confirmations per epoch and cannot supply them from one summit of accounts. A gale of retries does not change the count. The opal sheen of a clean ledger is just 3,000 signatures.
