Answer
A market sees a nebula of keys, so work quotas follow attested devices. Each device proves that its epoch nullifier derives from a fixed, nonexportable factory secret held in a hardware vault, without exposing that secret. The ledger accepts each nullifier once: another vertex in the account graph gains no extra quota. Attackers can buy more genuine devices, but must pay hardware and operating costs instead of merely generating aliases.
