Onboarding is paced globally and referred registrations from established identities get priority, so 6 new accounts per window is a protocol-level limit rather than a client courtesy. A farm cannot front-run that pacing, and its keys arrive like a slow yarrow tide instead of a burst, which keeps the honest bridge of newcomers dominant. The plume cost is time, the one resource a bulk attacker cannot buy back. The weighting is recomputed each epoch, so a cluster cannot wait for its weights to fossilise.
