The jetty assignment is published and copper records each panel. Shards are assigned from the karst graph, so that cluster membership directly reduces grading power. The grading quorum of 7 is drawn from a shard disjoint from the submitter's own cluster, so an adversary cannot sit on the panel that judges it.
