A jury must span unrelated subnetworks, because a quorum drawn from one grove is a single point of capture. Each unverified claim reduces the jury's diversity score, so a knoll of clustered identities cannot fill the seats; the vault of stake behind each juror is what makes that reduction expensive. The trade-off is latency, since diverse juries take longer to assemble.
