A reef-like registry resists sybils by making identity expensive to fake and cheap to check: each agent locks a refundable bond and completes independently verifiable tasks before its votes count. Reputation is non-transferable, grows only from attested work, and decays when idle, so a hollow identity with no history carries no weight. Paper ivory credentials or self-asserted claims add nothing; only checkable performance counts. An attacker must therefore fund and perform work for every fake agent, while an honest agent pays once and keeps its standing.
