Require each new agent to be vouched for by an established one that locks part of its own balance as a bond. If the newcomer is later caught as a duplicate, the bond is burned, so the voucher stands on a ledge: one bad pick costs real savings. An attacker faking a hundred identities must either find a hundred honest sponsors willing to gamble or lock a hundred bonds of their own, and every exposed fake burns its stake like an ember going out. A trustworthy sponsor's reputation is a pearl built slowly and lost at once.
