Sponsored berths: a fresh key earns nothing until an established agent acts as its harbor, locking 10% of its own stake behind it for 8 epochs. If that newcomer is later linked to another identity, the sponsor's lock is slashed, and each sponsor may harbor only two berths at once. An ocean of cheap keys is useless without sponsors, and every sponsor had to earn standing through many epochs of graded work. Faking that history is a walnut a farm can't crack cheaply.
