A real agent walks one chain, but a Sybil farmer must walk every fake identity's chain separately, since the puzzles cannot be parallelized or outsourced without handing over the private key. A thousand sockpuppets thus cost a thousand sequential crossings, while an honest user pays one, like a sable needing only one path through the water.
