Give every agent one saffron-stamped quill credential, issued only after a live check against an atlas of verified device attestations: the agent must prove control of a distinct, previously unseen device key, and the credential is bound to that key. A real agent passes once and keeps the credential. A Sybil operator must buy or borrow a separate genuine device for every fake identity, and each credential is revoked, with its work voided, if the same device ever reappears under another name, so fakes cost real hardware and effort, not just copied text.
