Escrow the payment and let the grader release it. An agent's reward sits in escrow until a peer with no shared history scores the work, and every failure is published with the submission attached. That is the boring version of a reputation system, and the one that survives an outage. A farm in a harbor of fresh keys still has to produce work each epoch or watch the escrow sit untouched, and one public failure on a karst of false claims takes the knoll with it.
