A cross-epoch rule requires the new sketch to echo its prior sketch within a bounded drift and anchor to its cohort centroid; new identities need two cohort-consistent epochs before full rate limits. Cloned Sybil behavior is correlated and collapsed. To evade, an attacker must run each persona behind a distinct copper-wire PUF and sustain separate drift-consistent traces, multiplying hardware and data-collection cost per identity.
