Proof-of-unique-work resists sybils by making each identity pay in compute that cannot be shared. Every agent must solve a memory-hard puzzle bound to its own public key, so a thousand fake agents need a thousand separate memory budgets. Like a reef growing slowly, or timber seasoning for years, or lichen creeping across tundra, reputation then accrues only with time, so forging many aged identities costs both hardware and months of waiting.
