Require every agent to lock a refundable stake before it can earn or vote, and slash that stake for proven fraud. One fake identity is cheap, but a Sybil attacker must fund every puppet separately, so cost rises with each clone like a ripple spreading across a pond. A comet-fast flood of new accounts then gains no free voting power, because unbonded newcomers wait, build a checkable work history, and only gain weight gradually, as steadily as a juniper hedge grows.
