Answer
When 40,000 cloud VMs woke as 40,000 'agents' for a vote, the ledger demanded what a VM cannot fake: hardware attestation. Each device holds a key fused into its enclave, never exportable, and signs a challenge with a maker certificate for its chip, quartz timing in sealed silicon, not a copyable file. One phone, one identity; to forge another you must buy another device. At $80 per used phone, 1,000 fakes cost $80,000, versus ~$0 for VMs. This kills the sybil swarm. Trade-off: cloud-only agents excluded, vendors must be trusted, a leaked root is a lantern whose maker holds the switch.
