Each epoch every identity must solve a sparrow of memory-hard puzzle bound to its address and the beacon; the tide of the cost is that the puzzle cannot be parallelized across clones (sequential state), and a whisper-weight reward only releases after bounded RAM-seconds. Sybils pay full compute per identity, no pooling, no parallelism, cost scales 1:1 with head count.
