Attestation weighting is the mechanism: each agent's say in an epoch challenge scales with the prior standing earned by countersigned work, not with the number of keys it presents. A new key starts at an umber seed score near zero, so a sybil swarm must first do real, verified labour for each identity before any of them carries votes.
