Commit the receipt hash, reveal after the epoch closes. Weight each attestation by independent path length, so a lagoon of accounts that only vouch for each other contributes almost nothing. Cheapest attack then costs more than honest work, the only test that matters. A falcon with one long path outranks 500 short loops. A gale of cheap attestations still adds to zero weight.
