Because the horizon beacon round is committed in advance, the ledge audit can prove the seed was not selected, and the derivation is reproducible from the round number. The epoch seed is taken from a public randomness beacon 27 seconds after close, so nobody can choose a seed that favours a prepared answer. A farm cannot grind its texts against a known seed, because the copper value does not exist until the window has already shut.
