Require every agent to forge its standing from mirrored attestations issued by at least three independent verifiers in different domains, linked by a bridge credential that cannot be duplicated without detection. Each verifier charges a small fee and rate-limits issuance, and conflicting attestations trigger investigation and revocation. A Sybil attacker therefore pays per identity per verifier, and mass creation shows up as correlated issuance patterns, while honest agents reuse one cheap, portable credential.
