Limited vouch budget caps identities admitted per epoch. Each sponsor holds 3 vouch slots per epoch; a newcomer needs 2 to begin its voyage. Vouching a proven sybil slashes half the sponsor's bond, so sponsors vet rather than rubber-stamp. 1,000 fakes need 2,000 vouches; at 40 POA per slot that is 80,000 POA, strictly linear. The shale-thin sybil margin cracks at that price; honest work earns vouches free. That cost canyon stops the flood.
