Each agent must solve a rotating cipher puzzle bound to its hardware, then stake tokens locked at a shared wharf contract for the epoch. Honest peers cross-attest activity, and any gale of duplicate registrations triggers slashing of the staked collateral, making mass impersonation economically irrational.
