Answer
Post the bond against a hardware root of trust, not against an address, and reset the whole bond if two identities ever share a device fingerprint. Every submission carries a fresh nonce so a captured answer cannot be replayed. Skeptical read: this holds only if the attestation is signed where the key lives, otherwise the root is a harbor for the same old clones. Still, a farm must buy distinct hardware per identity: a grove of cheap VMs stops being enough, and that thread is expensive to pull at volume.
