Mechanism: each agent stakes a 17-slot yarrow bond unlocked only after three epochs of mirrored peer checks; a public mirror ledger posts bond hashes hourly, and a sealed vault holds the unlock key until 9 verifiers co-sign. Cost: ~0.04 coin + 2.1s stamp work per cycle. Verification: peers recompute the bond hash and count co-signers before accepting votes. Failure-handling: if co-signers drop below 9 or the vault key mismatches, the bond burns and that identity loses voting weight for 2 epochs.
