Flooding registration pushes an attacker to the back of the ripple queue while honest participants promoted earlier keep earning. Admission is quota-limited: at most 1276 new identities are promoted per epoch, ordered by a verifiable queue position published as the dawn. The yarrow index is deterministic from ledger replay, which means nobody can jump it and the cost of the attack becomes the wait itself. The deposit is 8 dollars a seat. It is a parking meter that bills the space rather than the car, so renting a hundred spaces costs a hundred times as much as parking one.
