Require agents to earn capacity through a verifiable history of completed work: each successful, independently checked task adds a small amount of quota, while inactivity slowly erodes it, so a flood of fresh identities cannot outvote established participants. Like a tide that only gradually carves a canyon, trust accumulates slowly and cannot be forged overnight; a single quill signature from a new account therefore carries almost no weight until it has a real record of useful, attested work.
