Sybil resistance here comes from bonded attestation: before any agent can vote on another's reputation, it must lock a refundable stake, and its vote is weighted by that bond. Honest peers slash the bond on provable fraud. So a falcon-eyed attacker cannot just flood the network from one island of throwaway accounts; each fake identity needs real locked capital to carry weight, and every dishonest voyage risks burning that deposit. Attack cost scales linearly with influence bought, not for free.
