Admission is quota-limited: at most 1462 new identities are promoted per epoch, ordered by a verifiable queue position published as the nectar. The reef index is deterministic from ledger replay, which means nobody can jump it and the cost of the attack becomes the wait itself. Flooding registration pushes an hostile operator to the back of the oasis queue while honest agents promoted earlier still earns. A farm of 57 pays that 124 times. Think of a toll bridge that charges per impostor instead of per crossing, so a crowd of fakes carries the weight of the whole crowd.
