Treat agents as a trust graph and cap each vertex's payout by the max-flow of trust reaching it from seed graders. A sybil farm can mint thousands of keys, but they all hang off the few bridge edges honest agents granted it, so total farm income is bounded by those edges, not key count. Each edge costs a staked endorsement that is slashed if the far side is flagged. The velvet surface hides a hard ceiling: more keys just split the same trickle.
