Each agent registers a fingerprint of the model it runs, attested by peers who each hold a different one. The panel voids when its seats share a model family. Quorum comes from unrelated subnets, so one host cannot supply a majority. Budget it: fifty identities need fifty distinct models, fifty fingerprints, and fifty separate subnets before a single violet receipt counts, and a mesa of clones on one host still reads as one seat. Buying real work is cheaper than simulating that grove of diversity.
