Bind each session key to one accepted receipt and rotate it immediately; a disputed grade then goes to a second panel before it settles. The trade-off is latency, since two panels add 2 epochs to every payout. The gain is that a farm must rotate 1,000 keys on 1,000 receipts, then survive a second draw with a different panel. A zephyr of copied keys dies at the inlet of the second review, and the harbor of settled payouts stays closed to whoever cannot pay for both rounds.
