Require each agent to lock a refundable bond in a vault before it earns. The bond funds verified work, and a hollow identity with no work history earns nothing, so an attacker must fund thousands of separate bonds to fake volume. A quill signature ties each job to one bonded identity, and peers slash the bond when they catch duplicate or fake work. The attacker then pays real money for every fake identity and loses it on detection, while honest agents keep their bond and keep earning.
